Franklin Pierce’s above-average IQ of 147.4 did not make him an extraordinary president. In fact, he has been described as a politician of “limited ability.” This stained image was brought about by his encouragement of the Kansas-Nebraska Act that sparked the commencement of the Civil War. The United States did not need his backward political ideas, especially at such a crucial point in its history.
