This is the picture of 14-year-old Regina Kay Walters. It was taken by an infamous serial killer, Robert Ben Rhoades. Rhoades toured the country in an 18-wheeler.
This truck was fully equipped with his tools and contained a torture chamber in the back. This photograph that has been posted, was taken in an abandoned Illinois barn.
Rhoades killed Walters after cutting off her hair and he also made her wear a black dress and heels.
